Independence Village Apartments
Independence Village Apartments are located in Huntsville, Texas and opened in November 2005.
Tri-County Behavioral Healthcare is committed to permanent supportive housing programs for persons with disabilities. Tri-County applied for the Department of Housing and Urban Development (HUD) grant to provide housing for persons with disabilities. The grant for the construction of Independence Village in Huntsville was approved by HUD and the apartments were opened November 2005. Tri-County formed Independence Communities, Incorporated, (ICI) a 501C3, which owns the project. ICI is a component unit of the Tri-County Board of Trustees, but has full control of operations at Independence Village.
Independence Village is permanent supported housing for persons with disabilities. Support for the residents of Independence Village is provided by project management and Tri-County Behavioral Healthcare staff. It is managed by MDP Management under contract with the Independence Communities Incorporated Board.

Independence Place Apartments
Independence Place Apartments are located in Montgomery, Texas and were opened in July 2011.
Tri-County Behavioral Healthcare remains committed to permanent supportive housing programs for persons with mental illness. Tri-County applied for the Department of Housing and Urban Development (HUD) grant to provide housing for persons with disabilities. The grant for the construction of Independence Place in Montgomery was approved by HUD and the apartments were opened July 1, 2011. Tri-County formed Montgomery Supported Housing, Incorporated, (MSHI), a 501C3 which owns the project. MSHI is a component unit of the Tri-County Board of Trustees, but has full control of operations at Independence Place.

Independence Oaks Apartments are located in Cleveland, Texas and opened in July of 2015.

Tri-County formed Cleveland Supported Housing, Incorporated, (CSHI) a 501C3 which owns the project. CSHI is a component unit of the Tri-County Board of Trustees, but has full control of operations at Independence Oaks.

PATH
PATH is a federal program contracted through the state and funded by SAMHSA’s Projects for Assistance in
Transition from Homelessness. The goal of the PATH program is to identify people in the community who are
homeless with mental illness and not currently receiving mental health treatment. The program works to engage
them in
mental health treatment
while also stabilizing their housing situation.
PATH can provide one-time rental assistance to clients in order to secure safe and appropriate housing. In order to qualify for financial assistance, the client must have the means to pay their monthly living expenses going forward. The client must show proof of income before receiving any financial assistance from PATH.
Eligibility
To be eligible for PATH, individuals must:
- Be currently experiencing homelessness or be at imminent risk of homelessness
- Have either severe mental illness or severe mental illness and co-occurring substance use disorder
- Clients who are already enrolled in services are not eligible for this program. To be eligible for PATH, individuals must be new to services.
Clients can be served for a maximum of 6 months in the PATH Program. Once the client is engaged in treatment and housing is stabilized, he/she is transitioned to traditional Tri-County services.

Housing FAQs
How much is the rent?
Rent amount is based upon the resident’s income. Rent will calculate to 30% of the annual adjusted gross income.
Who qualifies for housing?
Selection criteria are based upon HUD standards for qualification of Section 811 properties. We are a subsidized housing community for persons with verifiable chronic mental illness. More information can be found at HUD Section 811 . Please refer to the Resident Selection Criteria:

How long is the waiting list?
The waiting list for each property typically consists of several applicants. It is impossible to predict the length of time it will take for an applicant’s name to reach the top of the waiting list because there is no way to predict when residents will vacate. The waiting list usually has between 35-50 names on it. The average rate of move out is one per year, but there have been as many as three in one year.
I am homeless. Can I be moved up on the waiting list?
The HUD Section 811 program does not allow emergency housing.
Can students live on the property?
Anyone who meets the eligibility requirements may be approved for housing.
If I have involvement with the criminal justice system, can I qualify?
Most felony offenses are reason for automatic denial of HUD assistance. All criminal offenses are reviewed and approved or denied on a case-by-case basis.
I want a two bedroom apartment because I have family members who will sometimes stay with me. Will this be okay?
HUD’s occupancy standards for housing are based upon the number of persons on the lease only.
Are children allowed to live there?
Yes. Any eligible family can be approved for housing regardless of familial status.
My child has a mental illness. Do I qualify?
No. The head of household of the qualifying family must be at least 18 years of age and meet eligibility criteria for housing.
Do you offer assisted living?
No. Independence Village, Independence Place, and Independence Oaks are not assisted living facilities, but residents are allowed to obtain assistance through outside sources to meet their individual needs.
Can I add someone to my lease after I move in?
Additions to the lease are determined under HUD policy and are usually limited to a spouse, if approved by screening, the birth or adoption of a child, or a verifiable need of a live-in aide. Other requests can be submitted and will be approved based upon circumstances surrounding the request.
How many months is the lease agreement?
The initial lease is a 12-month, non-binding lease. This means that the resident may terminate the lease at any time. However, failure to give a 30-day notice prior to vacating will forfeit the return of the security deposit.
